The professional association of state and local finance officers of the United States and Canada, the Government Finance Officers Association (GFOA), awarded the Town of Bluffton’s Finance Department its “Triple Crown” award for receiving a trifecta of its top awards. For Fiscal Year 2020, which ended June 30, 2020, the Town received the GFOA’s Certificate of Achievement of Excellence for Financial Reporting, Popular Annual Financial Reporting Award (i.e., annual report for citizens) and the Distinguished Budget Presentation Award.
Bluffton was one of five government organizations within South Carolina, and the only town, to receive the “Triple Crown” Award. County of Charleston, County of Greenville, Mt. Pleasant Waterworks and the City of Rock Hill are the other four winners in the state.
The “Triple Crown” is a new award, which started this year, for winners of the three financial categories.
“Bluffton has won all three individual awards for more than a decade and we are proud of the town’s solid track record of transparency and strong financial position,” Chris Forster, director of finance and administration, said. “It is an honor to be the only town in South Carolina to be a recipient of this award and it should reassure residents of the Town’s solid financial management.”
Mayor Lisa Sulka said the Town’s budget, financial reporting and the annual report for citizens provide a clear picture of where the Town’s money comes from and where it is spent.
“These awards just underscore how the Town is accountable to its residents, its bond buyers and the organizations which award grants to the Town. Finely tuned money management creates more opportunities to better serve our community and, just like in personal money management, managing each year creates compounded rewards and awards.”
