The Town of Bluffton’s Strategic Plan for Fiscal Years 2021-2022 was adopted by Town Council on Tuesday and is now available via the Town’s website at http://townofbluffton.sc.gov/507/Strategic-Plans.
The 119-page, two-year strategic plan establishes the framework for guiding policy and financial decisions throughout the next two years. The plan is also a flexible tool, helping Town Council to align town resources with strategic priorities to best benefit the residents and business owners of Bluffton. Each fiscal year begins July 1.
In the newly adopted strategic plan, established priorities are identified as Strategic Focus Areas, which are further supported by guiding principles. The Strategic Focus Area for application of town resources are:
- Affordable and/or Workforce Housing
- Community Quality of Life
- Economic Growth
- Fiscal Sustainability
- May River and surrounding rivers and watersheds
- Town Organization
This year, based on Town Council’s feedback at the February 26 Strategic Planning Workshop, a new guiding principle was added under the Affordable and/or Workforce Housing strategic focus area. The new principle is, “Leverage the Town’s position to seek affordable workforce housing allocation with each new development.” All other guiding principles for each focus area remain the same.

The 2021-2022 Strategic Plan Action Agenda is comprised of 93 initiatives which are the foundation of the Town’s workplan for the next two years. The Action Agenda is available to view on the Town’s website and contains information about each of the items. It is categorized into Strategic Focus Areas and includes the type of item each initiative is (policy, project or operational), the start date or anticipated start date, a description of each initiative and its status.

“This plan is an overview of the work plan of the Town for the next two years,” Mayor Lisa Sulka said. “Anyone, at any time, can view this spreadsheet and see what the Town of Bluffton is doing to serve its residents, enhance the community’s quality of life and examine how public dollars are being invested.”
The strategic plan is a direct outcome of the strategic planning session, held in February and facilitated by the Mercer Group. It incorporates input from members of Town boards, commissions and committees, as well as other community leaders and citizens.
“This plan provides clear guidance from the Mayor and council members on the strategic focus areas which will keep the Town of Bluffton moving forward in the midst of our community’s continued growth, a global pandemic and its domino-effects on economic variables,” Town Manager Marc Orlando, said. “The business of the town continues unabated as detailed in the Town’s Strategic Plan and accompanying Action Agenda. These documents, along with the town’s annual budget, make up the game plan for the town for the next two years.”
